Reported by Li Da, correspondent of China Civil Aviation Network: Since the launch of the first passenger service, the Northwest Regional Administration of Civil Aviation has been based on the actual development of the region, and has achieved positive results by building a brand, boosting consumption, expanding domestic demand, and stabilizing growth through the first passenger service. According to statistics, from September 2021 to the first quarter of 2025, the four provinces (regions) of Shaanxi, Gansu, Ningxia, and Qinghai have guaranteed a total of over 160000 first passengers. Among them, 6632 first passengers were guaranteed during the 40 day Spring Festival travel rush in 2025, an increase of 28.6% compared to the 2024 Spring Festival travel rush. The management bureau guides all units to improve the quality and efficiency of marketing by creating first passenger service products. In 2024, the four major airlines operating in Northwest China, including China Eastern Airlines, Spring Airlines, China Southern Airlines, and Chang'an Airlines, sold a total of 291200 first passenger exclusive tickets, totaling 186.3325 million yuan.

In recent years, the first passenger service of Northwest Civil Aviation has formed a positive interaction with market development. The management bureau has guided all units to organically combine optimizing services and exploring markets, scientifically grasp the public welfare attributes of first passenger services and the market attributes of service products, and through the introduction of new measures for first passenger services, create new service products, optimize the air travel environment for passengers, enhance their willingness to travel, and add new momentum to the expansion of domestic demand and stable growth of the aviation market; Taking the seasonal change of flights as an opportunity, promote and release first passenger service products through platforms such as aviation market promotion conferences, and expand the visibility and influence of civil aviation service brands. In recent years, a large number of "first passenger+" series products have emerged in the jurisdiction, such as "first passenger+red tourism", "first passenger+study tour", "first passenger+worry free travel for children", "first passenger+international travel", etc., further activating the marketing methods of airlines and airports, and tapping into the potential flight demand of the masses. In order to give full play to the leading and driving role of first passenger services, the Northwest Administration has organized the theme activity of "Leading the Comprehensive Improvement of Civil Aviation Service Quality with First Passenger Services", promoting brand innovation in various fields of civil aviation services. Northwest Civil Aviation has emerged a large number of excellent service brands in areas such as prioritizing military personnel according to law, luggage transportation services, and ethnic characteristic services. Some brand experiences have been promoted by the Civil Aviation Administration throughout the industry, generating good feedback both inside and outside the industry.
